Fix technologies on work orders

If you are updating DNC, you have different types of reservation technologies. Reservation&cutting does two thing: virtual and physical reservation. You should only use either Reservation&technologies or Reservation, not both.

Work order is completed and technologies stayed opened:

• unlock work order
• delete unnecessary  technologies

Then you can complete tasks on dashboard.
